The expo PetroTrans offered genuine added value with a comprehensive range of seminars and specialist lectures delivered by qualified speakers and industry experts. The nine events on offer, which were once again open to all interested trade visitors free of charge, were well-attended.

Broken down into four theme blocks, an overview is provided on the current status of road tanker technology. Starting with the legal requirements according to the ADR, the exacting requirements made by the mineral oil industry and the resulting state-of-the art concepts for improving safety are presented. Finally, the current accident trends are examined, based on examples, and the conclusions to be drawn from them are put forward.
The refunding of energy tax where a customer fails to make payment was introduced in the nineties to lighten the burden on the mineral oil sector resulting from the high tax component. Since then, the tax component and therefore the risk have increased. The requirements regarding the conduct of an oil trader in order to benefit from such relief have been tightened through the case-law of the Federal Finance Court and the resulting practice of the chief customs offices, to the extent that the intention to provide a simple refund regulation similar to VAT has been virtually turned on its head.
This talk will attempt to outline the requirements that one must fulfil in order to continue to benefit from the energy tax refund.
It will particularly focus on the new regulation concerning the tax relief in the event of non-payment under Article 60 of the German Energy Tax Act of the Federal Ministry of Finance of 12 March 2012.

The oil trading sector deals with high receivables and a corresponding level of risk, with very small margins. Efficient receivables management is therefore absolutely indispensable to avoid major profit losses due to receivables and small margins. Receivables management will be considered as an entire system, from the moment before the contract is concluded, i.e. the verification of potential customers with regard to their creditworthiness, the possible improvement of the positions through reasonable general business conditions which are actually made a part of the contract, a consistent dunning process, strategies for calling in invoices and of course efficient collection.
The new system of energy trading "energiehandel-effektiv", a black list function for the oil trading sector, will also be presented.
This lecture will demonstrate advantages of a RAL certification mark for companies in the energy trading industry which focus on petroleum. With concrete examples it will show how customer loyalty based on documented quality, service and seriousness will pay off.
Overfilling damage occurs over and over again on a daily basis. It is striking that principles that were formulated in case-law 30 (!) years ago are often still not being complied with. Due to the progressive aging of plants and their resulting susceptibility to breakdowns, this can result in a disastrous situation not only for the plant operators concerned, but particularly for the oil traders.
There are also new issues to be considered due to the introduction of the new water act and the Regulation on the Handling of Water-Hazardous Substances, which is in the process of being enacted, and the related technical rules for water-hazardous substances.
